On this awful winter day I can only think of one thing.. is it spring yet? The ultimate must have for spring is a utilitarian style vest. Wear it now over a long sleeve shirt with full skirt and boots. Wear it later over a floral spring dress or a bold color tank and jeans. Either way you will be undeniably cool.
